FERNDALE, Wash. — The City of Ferndale is apologizing for confusion over residents’ utility bills.
Communications Officer Riley Sweeney says the problem occurred when they implemented a new system to even bills out between low-water-use winter and high-water-use summer months.
He says the city’s biggest mistake was not notifying residents of the problem.
