The Bellingham City Council passed an emergency ordinance regarding homelessness Monday night after more than an hour of passionate and sometimes abrasive comments from the community.
The emergency ordinance would allow a religious organization to quickly set up temporary tent cities on their facility’s property, rather than go through a long process that can take months.
It passed Monday night 6-1.
