BLAINE, Wash. — Blaine businesses say most, but not all, customers are complying with the state-mandated mask requirement.

Drew Sooter, manager at The Market in Birch Bay, told the Northern Light that he’s seen a decrease in customers who aren’t wearing masks since the first couple of weeks that the first mask mandate was issued and the number of customers refusing to comply has decreased from about five per day to two per week.
