BELLINGHAM, Wash. — The Bellingham City Council will hold a public hearing at its Monday night meeting as it considers a resolution supporting the initiative that would impose a fee on large carbon pollution emitters.

Initiative 1631 would establish a board that would allocate escalating fees toward reducing pollution, promoting clean energy and preparing for the impacts of climate change.

The meeting is at 7 PM Monday at City Hall.
