BELLINGHAM, Wash. — The City of Bellingham is considering a proposal that would see the old JCPenney building on Cornwall Avenue, which has been vacant since 1988, turned into a mixed-use residential, office and retail development space.
The City says as part of the proposed agreement, the city would buy the property while private partners Jeff McClure and Jeff Kochman, who both have long careers in development and renovation in the area, would buy the building.
A public hearing for the proposal is set for September 24.
If approved, Kochman and McClure would cover renovation estimated at $12 million and commit to cover all needed services and costs for the project, which would be called Dock Street Flats, a callback to the original street name.
