BELLINGHAM, Wash. – A woman walking into the Bellingham Marshalls on Saturday says a masturbating man in a car pulled in front of her.
The woman said he was around 35-years-old.
Police Lieutenant Danette Beckley said investigators do not believe this incident is related to similar incidents around Western Washington University.
