BLAINE, Wash. – A Lynden man has been arrested in the hit and run death of a pedestrian on Birch Bay-Lynden Road.
The State Patrol says Kenneth Lee Kelly, 37, turned himself in Wednesday night.
He was booked into the Whatcom County Jail.
Joshua Reynolds was found dead in a ditch Monday morning.
The medical examiner believes a truck’s side mirror struck Reynolds in the head.
