BELLINGHAM, Wash. – A homeless man is in custody following an arson fire in the Lettered Streets neighborhood.
A police spokesperson says calls from Billy Cooper, whom they knew from previous contacts, making suicidal statements and threatening suicide by cop came in just before 4 p.m. yesterday (Sunday).
Then just after 4 p.m. a fire was reported at a building in the 1800 block of C Street, which is where the suspect is known to sleep.
Officers found Cooper near the scene.
He was armed with a knife and refused officers commands.
They tased him and took him into custody.
There was no damage to the building.
