FERNDALE, Wash. – A Whatcom County refinery is appealing a big fine for a February acid leak.
The State fined Phillips-66 nearly $38,000 for the leak that hospitalized seven workers.
Phillips blames the release of hydrofluoric acid on one of its contractors.
