BOW, Wash. — A massive housing development proposal in Skagit County has the neighboring animal shelter and farmers worried about the harm the project may inflict on their own livelihoods.

KING 5 reports the proposed project, called Avalon, would be situated on about two square miles of land east of I-5 north of the Cook Road exit.

The Skagit Humane Society is concerned the county may not renew their lease if the thousands of new residents complain about the shelter noise.

Meanwhile, farmers point out traffic would increase significantly and the added stormwater runoff would be damaging.

The proposal is still in its early stages, but the developers say they may break ground as early as 2021.
