OLYMPIA, Wash. – A court decision requires the state to restore salmon habitat.

A panel of the 9th US Circuit Court of Appeals last year affirmed a lower court’s ruling ordering the state to fix or replace hundreds of culverts that block migrating salmon.

The new ruling that came Friday upholds the decision to make the state repair the large pipes that allow streams to pass beneath roads.

It could cost the state up to $2 billion.
