OLYMPIA, Wash. – Whatcom and Skagit Counties aren’t yet allowed to apply for Phase Two of the governor’s re-opening plan but some neighboring counties can.
San Juan, Island and the Olympic Peninsula counties have low infection rates and now can move to the next step in re-opening their economies.
Phase Two allows in-store retail, hair salon and barber shop service and half-capacity restaurant operations.
But Governor Inslee says people shouldn’t rush into businesses when they open.
The application process includes a determination by the local health officer, votes by the county health board and commission, and assurances by local hospitals that they could handle a new surge in patients.
