Bellingham Police arrested a woman for causing mayhem on Lakeway Drive on Saturday.
A police spokesperson says 911 was getting calls about a driver slowing to 5 miles per hour then speeding up to 50 before slowing down again.
Witnesses say the driver eventually collided with another car near Old Lakeway and got out of the car, walking away from the scene.
But, police say she then walked into the roadway, forcing traffic to stop.
Officers arrived and arrested Melody Sabo for reckless driving, hit and run and several other charges including assault for kicking an officer.
