Governor Jay Inslee announced that his stay-home order will be replaced by a Safe Start plan to reopen the state’s economy safely amid the coronavirus pandemic. Washington’s large counties, including Whatcom County, are still in the first phase of the plan, while smaller counties have been given the okay to move ahead to Phase 2 of the plan, which allows more businesses to reopen to the public as long as they enforce new safety rules. The governor announced today that larger counties can apply to move into Phase 2 under a less-strict infection rate threshold.
