Opponents of carbon fee initiative plan rally by city hall

BELLINGHAM, Wash. — A group opposed to the carbon emissions fee initiative will rally against it before the Bellingham City Council holds a public hearing as they consider a resolution endorsing it.

The anti-1631 group will rally outside Bellingham City Hall Monday at 5:30 ahead of the 7 PM public hearing.

I-1631 on the November ballot would establish an escalating fee charged to large carbon pollution emitters.
